Stopping the Domicile Law is Unconstitutional – Akhilendra

Ranchi, June 30, 2026 – Along with individuals, entire regions of the country are also being exploited. In resource-rich regions such as Jharkhand, Chhattisgarh, and Odisha, development is absent and the lives of ordinary people remain miserable. In Jharkhand, a domicile law based on the 1931 land records (Khatiyan) was passed by the Assembly to give priority to Adivasis and local residents in government jobs. This law has been unconstitutionally withheld by the President, that is, by the Modi government. Today, along with protecting Jharkhand’s identity, it is necessary to strengthen the constitutional rights of employment, education, healthcare, pensions, and residential land for the landless. If the government shows political will, wealth tax and inheritance tax can be imposed on corporate houses, public welfare expenditure can be increased, and people can be guaranteed their constitutional rights.

These views were expressed by Akhilendra Pratap Singh, founding member of All India People’s Front, while addressing the two-day national workshop organized at the Old Assembly Hall, Ranchi on the occasion of Hul Diwas.

He said that capital is continuously flowing out of Jharkhand. Women and ordinary citizens are being exploited by chit fund companies and microfinance companies. The situation today is such that ordinary citizens pay more tax than corporations, yet corporations are gaining increasing control over the country’s resources. The Modi government is unwilling to listen to the popular demand for a separate tribal religion code in the Census, even though tribal communities had this right before 1961.

The keynote speaker of the workshop, scientist Dr. Dinesh Abrol, said that the country needs to change its development path. Instead of a corporate-oriented economy, India needs a democratic economy based on indigenous and local needs, focused on the development of farmers, workers, and small and medium businesses. This was the nation-building path envisioned during India’s freedom movement. Today, wealth is becoming increasingly centralized while ordinary people are being pushed to the margins.

Akshay Kumar, Convenor of Krushak Navnirman Dal, Odisha, said that the minerals, natural resources, water, forests, and land of Jharkhand, Chhattisgarh, and Odisha should remain under the rights of Adivasis and local residents.

Presiding over the workshop, Dr. Rahul Das, General Secretary of All India People’s Front, said that change is only possible through people’s collective strength, and this requires efforts on all fronts.

Vijay Singh, Jharkhand In-charge of All India People’s Front and Central Convenor of Jharkhand Navnirman Dal, said that 60 percent of the capital deposited in Jharkhand’s banks is flowing to other states. Microfinance and chit fund companies are looting women and common people in villages across the state. Controlling these companies and ensuring the return of people’s money is the government’s responsibility. At the same time, Jharkhand’s money should be spent for Jharkhand’s development, and women and ordinary citizens should have access to low-interest loans for entrepreneurship.

During the workshop, tribute was paid to the heroes of Hul Diwas, Sidhu Murmu and Kanhu Murmu, along with other martyrs, by observing two minutes of silence.
